The education figures are also misleading. The 30% refers to all those in the adult population who graduated high school. UNESCO has current 高中participation rates of 79-80% (including vocational) and tertiary gross enrollment rate (again including vocational) of 50%. Not referenced in the article so not suggesting this article is wrong but in identifying Chinese education as a weakness worth noting that of the 100 fast rising universities in the world, 1 to 43 are in China https://www.natureindex.com/news-blog/fastest-rising-research-science-academic-institutions-nature-index-annual-tables-twenty-twenty
