Government work report; NDRC national economic and social development plan; Xi meets with his fellow Jiangsu delegates

Today’s newsletter has a different structure. I lead a brief summary of Xi’s first NPC breakout session and then highlight some of the items I found interesting in the Premier’s “Report on the Work of the Government” and the NDRC’s “Report on the Implementation of the 2024 Plan for National Economic and Social Development and on the 2025 Draft Plan for National Economic and Social Development”. Both are drafts that need to be ratified by the delegates during the Congress, but usually there are no significant changes.
