It is one of those Mondays where it feels like everything is just about to tip over. The new Hong Kong National Security Law may go into effect in less than 24 hours as the Standing Committee of the National People’s Congress (NPC) will likely approve it Tuesday. The law was not on the agenda for this session of the NPC Standing Committee, nor was it on the agenda for the one held June 18-20, and the full text of the law is still not public, and has even been seen by top Hong Kong officials. That lack of transparency does not inspire confidence.
