By China Media Project: “Whole-process democracy” was first raised by president Xi in 2019 during a consultation session on a draft law at the Gubei Civic Center in Shanghai’s Changning District. “We are following a path of socialist political development with Chinese characteristics,” Xi said during the meeting, “and the people’s democracy in China is a kind of whole-process democracy.” In March of last year, the term was written into the Organic Law of the National People’s Congress of the People's Republic of China (中华人民共和国全国人民代表大会组织法), which governs the mechanics of the country’s national legislature under Party rule.
