I know it’s a topic that has passed into history, BUT, headlines in my copy of the Guardian this morning read;

Pentagon leaks: US seeks to mend ties after claims Washington spied on key allies

Sort of put the Chinese ballon spying scandal into context.

How can one not love that patch? Perhaps it will be sold en masse on Alibaba and Taobao? It would probably sell more than the latest (or any) XJP thought tractates.

Bill, if you were asking why the State Council executive meeting specifically adopted regulations on UAVs, that's because the 2018 amendment to the Civil Aviation Law granted authority to regulate UAVs to the State Council and CMC specifically. So any such regulatory measure must be issued as an administrative regulation approved by the State Council executive meeting (which presumably will also be co-signed by XJP as CMC Chair).

I have no particular insight into the timing issue — could just be because the process takes time. I presume when the regulations are publicly released, some agency will issue an explainer/Q&A that may answer this question!
