I wonder if all the language regarding the Party's central role is a sign of insecurity? I also wonder if any "suggestions" or opinions provided to the Central Committee can really be open and honest or only what the Party wants to hear.

a great question, wish i knew the answer. this "The meeting pointed out that the solicitation of opinions fully promoted intra-Party democracy and gathered collective wisdom. Various regions, departments, and sectors fully affirmed the draft decision" makes it sounds less "collaborative"

“Socialism with Chinese characteristics.” The passage sounds like a societal call towards selflessness. Somewhere science and innovation has hit a wall. Given the broad topic, it seems to be more than about chips and semiconductors. Couldn’t help but notice a bit of Gettysburg in there.
