Yes, I think it will be a programmatic export of network controls and monitoring that is both an easy sell to authoritarian governments, and a beachhead for extraterritorial surveillance. It is a shame that the US has been ceding control over the years (particularly ICANN), but US "control" is sort of a misnomer - it was there to safeguard laissez faire regulation.
